    Adds PocketPy v2.1.8 (upstream commit a2f16e5f) as its committed amalgamation (pocketpy.c + pocketpy.h) directly in code-external/pocketpy, rather than as a git submodule. This mirrors how SQLite is vendored: no submodule clone or Python amalgamation step in CI, and the exact reviewed bytes are compiled. The amalgamated source is portable C that builds on Windows/macOS/Linux via compile-time #ifdefs. README.md records provenance and the upgrade procedure; LICENSE is PocketPy’s upstream MIT license.
